Circuit relay has low reading

    Hey everyone, new member here looking for a tad bit of help. Been having a problem recently of my car just dying after like 30 yards of driving. After much reading online I went ahead and replaced the fuel resistor along with all of my fuel relays, fuses and circuit relay. Still same problem so I ordered a multimeter and started testing the terminals.
    So I’ve discovered that I’m only getting a reading of 0.4v and not the 12v from my circuit relay terminal and resister connector. Attached is a picture of the locations.
    Does anyone know what can be causing this low reading? I’ve learned that the terminal gets it signal from the fuel resister. When I unplug it I get a 0 reading at the terminal sight.

    So I guess my question is where does the resistor power signal come from that’s giving me the .4v reading?

    Your going to have to start tracing wires and checking connectors in the harness unfortunately
